Resolution 785

On May 25, 2017 the TCHD Board approved Resolution 785, Resolution of the Board of Directors of Tri-City Healthcare District Outlining Intention to Transition from At-Large to District-Based Elections Pursuant to Elections Code 10010(e)(3)(A). Resolution 785 also directed the Chief Executive Officer to begin the LAFCO (Local Agency Formation Commission) annexation process upon the recommendation of LAFCO.

On July 27, 2017, the TCHD Board approved Resolution 787, a Resolution of Application to San Diego Local Agency Formation Commission from the Board of Tri-City Healthcare District for the Annexation of Territory & Amendment of Tri-City Healthcare District’s Sphere of Influence. This resolution of application proposes to change TCHD’s current boundaries to be generally more coterminous with the three cities’ boundaries.

Between August and December of 2017, the District held a series of seven public hearings regarding the composition of proposed District zones and proposed maps.

On March 5, 2018, LAFCO approved the District’s Resolution of Application, which modified the jurisdictional boundaries of the District. LAFCO recorded the new District boundaries on April 25, 2018.

On April 26, 2018, at a regular meeting of the Board of Directors, the Tri-City Board of Directors selected and approved a map which would divide the District (with its newly modified boundaries) into seven (7) electoral zones, and a corresponding sequence of elections (by designating consecutive numbers for each zone). The Board of Directors then unanimously approved Resolution 791, which and established and implemented zone-based elections pursuant to Elections Code 10010(e)(3)(A) and Health and Safety Code 32100.1. The map that was selected (the “Orange II” map) shows the seven new District zones.

Beginning with the November 2018 General Election, three members of the Tri-City Healthcare District Board of Directors shall be elected on a by-zone basis from the three even-numbered single-member Zones (specifically, Zones 2, 4, and 6, as such Zones may be amended), and every four years thereafter. At the General Election in November 2020, four members of the Tri-City Healthcare District Board of Directors shall be elected from the four odd-numbered single-member Zones (specifically, Zones 1, 3, 5, and 7, as such Zones may be amended), and every four years thereafter.
